19. Here's that article making the case that Trump could use that he DOES have the authority.

It's dated March 2016. Even way back then some people were concerned w/the possibility of his being elected President and having weapons at his disposal.

The upshot of the article is that Trump could make an argument for it (not that he would bother), because it's an established precedent in our country that Presidents can, and do, do that. It started with Truman.

Article says that Congress has never stopped a President from militarily striking another country (not in an emergency, which doesn't require Congress, by law). The Constitution is not self-enforcing, it says. It requires Congress to act. So when they don't, as they haven't, this gives him the power.

Trump has already done this, to a smaller extent, when he hit Syria w/o asking Congress to approve or even agree.
