Also, from interviews with eyewitnesses on CNN (Chris Mahony and Brennan Gilmore - the interviews are being re-run right now), police at the scene were immediately alerted and the car was followed.

The witnesses called this terrorism and I agree with them - the car deliberately accelerated into the crowd. This is as much terrorism as the Nice and London attacks were.
