2. in context, french people are never happy with their president.

I know, I was born there. In France, the national past time is to denigrate the government, no matter which . We have strikes every fall for example.

Sometimes its justified, most of the time its just the usual grumpiness. A few years ago. it was called "morosite" (mo-ro-zee-te). Basically a state of pessimism and discontent. On the other hand, this constant pressure on the politicians is what keeps them from proposing crazy stuff that would affect poor people negatively so its not all bad.
However, this has to be seen in context. President Obama has a high popularity rating still. If he was actually governing in France, it would drop like a stone.
