I was once a law clerk for an appellate court and we were sworn to absolute secrecy regarding the cases we were working on, for good reason. There are specific jobs involving confidentiality and national security, and in those cases the employees are required not to disclose information learned on their jobs. I'm sure any classified information is protected as well even if the employee is not bound by a general NDA. But most federal employees are specifically exempted from NDAs.
