83. More than just the order. It doesn't work the way you think it does.

It wouldn't matter if McCONnell was number 3 or number 23.

You need to read up on this.

If tRump goes first, Pence appoints a VP.

If Pence goes first, Trump appoints a new VP.

The only way Ryan is raised is if both Trump and Pence go so close to simultaneously that they don't appoint a VP. Ryan does not want it and will not accept appointment unless forced by circumstances because he wants to try to be Reagan in 2024 versus whoever defeats tRump's replacement in 2020 (a la Ford).
