5. I think he is under a reasonable definition of fitness. Not good at it but mentally fit.

Personality disorders are not mental illnesses, and I think he suffers from a personality disorder, not a mental illness. He is unfit for the job in that he has no idea how politics works and no learning curve. That doesn't seem to me, in itself, sufficient for removal.
