that presidents usually issue pardons on their way out is to not have to deal with the "Impeach him!" blowback from pardoning unpopular people. How many of us wish that Presidents Clinton and Obama made at least a few of their pardons much earlier on?

Trump clearly shows that he's going to do this his way, without regard to the conventional wisdom (I shudder to use that term when describing the GOP) as to the propriety of it. He figures that going from his gut got him to where he's at, so he's going to stick with it.

That even includes this week's announcement on Afghanistan. His gut tells him that his handpicked military leaders all know what they're doing, even if it seems to conflict with sentiments he's expressed in the past.
