But the reality is that if it is not happening to the buffoon-in-chief, it's irrelevant. He's not affected and so it is as if it's not happening.

It's like peekaboo with a baby. When you cover up your face, to the baby you no longer exist, and so it's exciting to the baby when you remove your hands from your face and seem to pop back into existence.

If the b-i-c is not experiencing it - whatever it is - it's as if that thing is not happening. It doesn't matter to him. It's not even worth thinking about. So we know that anything in his tweeting that refers in some substance to an outside event that doesn't affect him, it's being done by someone else or at someone else's direction.

And to answer your question, no, it won't matter to his "Cult of the 34%," even those suffering in Texas. They'll find excuses for him. Hell, it wouldn't surprise me to find them saying at some point that it was their own fault that they didn't evacuate, or protect their homes better, and eventually claim that the response to Hurricane Harvey was better than Obama's response to Hurricane Sandy.
