I recall reading some years ago that Houston was already prone to flooding and it would be getting a lot worse in the future because it's flat, and the extensive growth means that ground that used to absorb water has been paved over. I'm sure that's a problem in other places, also. I would not be surprised if Houston doesn't really have much of a storm drainage system, and if I'm wrong about that, advance apologies for my ignorance.
I used to live in Tucson, AZ. That city also does not have a storm drainage system, although certain streets have been built so as to provide rainwater drainage. Two major east-west roads become underpasses under the railroad tracks just north of downtown, Stone Ave and 6th Ave. During the summer monsoons they fill up with water, and it's not uncommon for people to drive into them and drown. Especially if they are tourists or new to the city. And I'm talking rainfalls less than what's just happened in Texas by several orders of magnitude.
