Once he pardons them, the case testify freely without fear of a conviction.

Yes, they could lie or keep quiet and Donnie could pardon those further crimes, but would they risk that? They have to hope both that Benedict Donald is a man if his word (ha!) and also that he's still in office to deliver on the pardon promise when it's needed. He can't pardon future obstructions.
