that identified the Democratic Congress and Tip O'Neil as the counterforce against Reagan tax cuts which would have ultimately decimated the Federal government.
Tax revenues actually increased during Reagan's 8 years. 
As did the budget deficits! 
Republicans love to spend - they just don't want to pay for it.
Democrats get the bill.
