I will say YES.

However, I think Trump will try to force somebody in the Justice Dept to fire Mueller and his team and there won't be enough votes to override a Trump veto of a new law authorizing the special counsel. (I think many Republicans will vote for it, just not enough to get 2/3 in both the Senate and House)
