But in Michigan one has to be at least 18 in order to buy and carry pepper spray so the ad may have been targeted towards college age kids.

Wouldn't be buying for middle schoolers but not sure I see the issue with college women having it.

Actually I believe it is legal in all states. Some have restrictions, most are very liberal.
