The reason why is simple. They have all the money. They rigged the game the past forty years. Many of them spend millions of dollars fighting against moving away from oil and coal. Many of them are greedy land developers. They fought against regulations on land development. They wanted to build anywhere they pleased. Fuck them, make them pay.

I am going to laugh my ass off watching Trump and the republicans try to persuade people we have to give giant tax cuts to the rich and corporations as we spend hundreds of billions of dollars repairing Texas and Florida.
