to get water and foid isn't looting IMHO. It's SURVIVAL. Hell, one of the Whole Foods in New Orleans just left their doors open when they lost power during Hurricane Katrina. Off course the water and non-perishable food was gone pretty quickly, but there's no point in keeping it locked up just because you can't sell it. No electricity means cash registers don't work.
