What I'm guessing from your post and the subthread is that, 30 or so years ago, it was decided to build a new dam. The area that was to be flooded included an old forest. All the trees were cut down, the dam was built, and the site of the former forest was flooded. This photo might have been taken after the logging and before the flooding, or it might have been taken recently, when falling water levels re-exposed part of the area that had been flooded.
If that guess is correct, then the caption is accurate, but it's readily open to the misinterpretation that a new dam is about to be built.
