3. Va is open carry but the weapons couldn't be brandished

What the police official determination of brandishing is I'm not sure specifically to long guns.

The police chief got the word out everywhere
A. Stay away
B. Anyone with a hood mask or helmet or anything that could be used as a weapon would immediately be arrested. No questions just arrested.

The Lee monument is in a roundabout. The curb is city jurisdiction but the grass and monument itself are state - capital police. These four protesters didn't have a permit so they were told stay on the curb, step in the grass and they'd be arrested.

A whole lot of effort for four people though others did show up - not sure where the pic with people in the grass was probably the median strip on Monument Ave.
