The Senate Parliamentarian has ruled that #GrahamCassidy REQUIRES a CBO analysis to allow it to pass with 50 votes (reconciliation rules).

However, that's just a Senate rule. The Senate GOP nuked a rule to jam Gorsuch through; they can also do so with #GrahamCassidy.
