Old people who have not renewed their ID.... they tend to vote democratic by the way.

Students, who move often from state to state.

Low income people, like your homeless, who do NOT live near a DMV... and in many a case they would love to vote.

You know how you solve this problem if you are truly a fan of ID's, we make them free, and so easy to obtain, as in processing centers are everywhere, it is not even funny, and we make it a point of doing this during the census.

Oh wait, that ain't gonna happen since that is not the objective of these ID's.

So we go back to people who for a variety of reasons do not have them, but have a right to vote.

Voting IDs are a big distraction. Last federal election we had 87 confirmed cases nationwide. Explain to me how is that rampant?
