He will from time to time say something critical of Trump to try and make himself look good. He will not do anything though and if he even tries to act like he is doing something he will make sure it's nothing meaningful. Of course whatever criticism Graham has for Trump is replaced with praise the moment Trump decides to threaten war,because Lindsey Graham has never meet a war he didn't like.
