15. This is not true. The government is not charging people who are being evacuated from

Puerto Rico or any of the US territories. Only from foreign ones like St. Marteen and Dominica. That is the normal procedure for evacuations. The US will always evacuate it's citizens but if it's from a foreign country you have to sign a promissory note.
