he's painted himself into such a corner that if he doesn't release them (he probly won't) there'll be a lingering cloud and it's easy to paint him as having something to hide----because, well, he's actually hiding something.

If he does release them, then he's flip-flopped yet again and who knows what's in there, the way he's hiding them.
