5. If he chartered the flight, he should be on the hook for the entire cost,

and not just the one seat he personally occupied. If he represented to others that it would be "free," that should be his problem and not theirs or the taxpayers'. If this hadn't been exposed, he would have kept this up for the next 4 years and so would have Mnuchin, Pruitt, Zinke and the whole rotten gang of thieves. Each one should have to pay the cost of each flight. I don't know the letter of the laws that govern this, but to me it is felony-level theft of public resources. And I agree that thay should be transparent about whom they are hobnobbing with on the clock and treating to "free" charter flights.
