They basically explained that each hospital keeps a big stack of birth certificates and submits them monthly to the state department where they are then stamped one after another. To me that would explain the higher number on Obama's birth certificate because you would expect that stack of birth certificates to not be in exact chronological order so you could see how someone born earlier could end up with a higher number.
