His tenure was characterized by his ineffectiveness at reigning in the forces he publicly disparaged ("the military industrial complex&quot , a major economic recession, a deepening of the Cold War resulting from his bumbling of the U2 flights over Russia, the USA falling behind in space and technologically in general. Plus he paved the way for one of the worst, Richard M. Nixon.
