California's laws are pretty strict. We need ID to purchase firearms and I have been asked for ID in buying ammunition. It is still pending but we were supposed to have to go through a background check to by ammunition starting in 2017. Think it is tied up in court.
What you said is the reason the NRA and Republicans' stupid Chicago argument is irritating. One jurisdiction can have tougher laws and another one lax laws so guns from the lax jurisdiction are bound to end up in the hands of people who want them anyway, even if they can't get them where they live.
There are some laws in California that I think are over the top, but it is a trade off to live in a decent, mostly progressive state.

They can't get a gun from a store without an ID either... but they CAN buy gun food (bullets)!
