Texas tried this shit under Perry a few years back and found that over 10,000 extra births resulted from cutting abortion and birth control services back a bit. He quickly reinstated them. Why?
If there are just 10,000 extra births each and every year, by the time the first group of children become emancipated, there will be the 17 x 10,000 children added to the system. That is 170,000 more in the state by the time all is said and done. School averages $16,500 for education & busing per student per year, which mostly comes out of local taxes.
This simple matrix, based on current costs, which is done only to illustrate the costs will explain it:

5th year: 50,000 kids...upwards of 20,000 in preschool at a cost of around $4-5,000 each or $90 Million.
............ From this point on, there will be $90 Million added to each year as there will be 2 years of preschool.
6th year: 60,000 kids... ($90M) + 10,000 in 1st Grade, $16,500 each child. $165,000,000 = $255Million.
7th year: 70,000 kids... ($90M) + 20,000 in 1-2 Grade, $16,500 each child. $330,000,000 = $420Million.
8th year: 80,000 kids... ($90M) + 30,000 in 1-3 Grade, $16,500 each child. $465,000,000 = $555Million.
9th year: 90,000 kids... ($90M) + 40,000 in 1-4 Grade, $16,500 each child. $660,000,000 = $750Million.
10th year: 100,000 kids... ($90M) + 50,000 in 1-5 Grade, $16,500 each child. $825,000,000 = $915Million.

Just a steady 10,000 births a year increases state and local taxes by $2 Billion each year, by the 17th year!

The cost per child, just for education is over $200K. (12 years x $16,500 = $198,000. Preschool of $9,000 for two years.)
Factor in COLA, medical and supplemental services, and this number starts to reach the high $200K range.
