On a technical basis, the KY Governor's statement may not be lying. Remember that not every kind of "OD" results in death or necessarily even requires medical attention. There are MANY more ODs than deaths caused by OD. The Wikipedia definition states, "The term drug overdose (or simply overdose or OD) describes the ingestion or application of a drug or other substance in quantities greater than are recommended..."
Which begs the question: Is there a medical-accepted definition for THC-Overdose?
