Before the post-Bush era of perpetual war we still managed to start a war every 10 years whether we needed it or not.
the idea being to use up some of our stockpiled weapons so we could buy new ones from the military-industrial-complex.

We could easily take care of our troops, maintain readiness and design new weapons with a much smaller military budget if we didn't always start a war and deplete our weapons and hardware when the world began feeling too peaceful for those in power.
