If you knew someone celebrated Christmas you wished them a Merry Christmas. If you weren't sure of someone's religion you wished them Happy Holidays. Like I said simple.

The Christian soldiers always seem to be looking for a fight. Chances are if they are in a store and are buying candy canes they very well may be wished a Merry Christmas whether an advertising sign says Happy Holidays or not. And what is wrong with being wished happy holidays, anyway? Seems like a nice enough sentiment to me.
