In order for your theory to be correct, Kelly would have to be willing to sacrifice the last hope of his personal honor for the sake of the country. In order for your theory to be correct, Kelly would have to be prepared to abandon the core Marine values. In order for your theory to be correct, Kelly would have to be prepared to ignore the past and assume that Trump can every be persuaded about anything.

My theory is that Kelly really is the immoral sycophant he appears.

While your theory is more hopeful, I am left with Occam's razor, the hypothesis requires too many assumptions.
