14. Please clarify what depresses turnout

Is turnout depressed when the DNC and its officers act in a way that's unfair to a large segment of the party's natural base?

Or is such action perfectly innocuous by itself, and turnout is depressed only when someone truthfully reports what's going on?

Another way of putting it is to ask whether the way to encourage turnout is for the DNC to conduct its affairs more sensibly or for anyone who has any grievance to just STFU about it and pretend that everything is all right.
