As far as I can tell, these are not the idea special ed laws themselves: They are details about how idea should be implimented on a student-by-student basis.

This may allow some clever charter schools to avoid some niceties of program implimentation, if they take the time to investigate them.

It makes my head swim.

As far as I can tell, these were created in the field to address questions schools had in what the idea terminology was referring to.

Idea is more or less like our pledge of alliegance: It states the philosophy, but not the standard boots-on-the-ground practice.

Remains to be see if some students will be left high and dry because of these rescinded recommendations. We'll know when schools point to certain ones at board meetings where angry parents are complaining....
