People facing the prospect of quarantine would simply avoid being tested and diagnosed. This would prevent them getting treatment, and discourage them from taking other steps to prevent transmission.

The treatments that they currently have reduce transmission to virtually zero.

The real agenda here is likely to increase HIV rates, increase mortality, and decrease public spending.
