2. I also thought this was a symptom of dementia when I read this.

Although undoubtedly upsetting to the author of this piece, I do not think this falls into the "abuse of power" category. Based on everything I have read about Bush 41 in the past I think this is just a (not uncommon) manifestation of impaired cognition and behavioral disinhibition. His caregivers were not doing anyone (Bush 41 or unsuspecting women) justice by placing them in this type of situation if they were aware that he had deteriorated to this extent.
