The committee is composed of representatives from several US government agencies, including the State Department (nine agencies reviewed the deal). The members of the committee are career civil servants and experts in the subject matter. The heads of these agencies do not participate. The analysis and recommendations of the committee are then sent to the agency heads. Any of the agency heads could object to the deal, but has no veto power. The final approval rests with the president. Therefore, Hillary was only one the heads of one of the agencies and had no final say on the issue.
