Hillary's campaign took over funding of the republican-initiated dossier put together by Steele (who is British, but they're now calling him "foreign" to make people think he might be Russian).

The dossier included investigating embarrassing and/or illegal activity Donnie engaged in in Russia and with Russians. Therefore Steele had to talk to Russians to put together the dossier.

Collusion!

Notice, of course, that they call talking to witnesses and gathering evidence as "collusion".

As a bonus, they're also insisting that, as it was funded as opposition research, it's nothing but politics and inadmissible in court. Indeed, mueller should resign for even looking at it!
