108. That's really stupid, even for that guy.

He's outdone himself in the stupid department.

So, (leaving aside that the Ark story is just a 3,000-year-old myth), we must assume that Noah was a successful private entrepreneur who built the ark as part of a profit-making enterprise, not because God told him to do it. But if, as the myth says, God told him to do it, why would it have mattered if he had or did not have "government" help (never mind that in those days there was no government as we know it ), wouldn't he have done it anyway - even if some pointy-headed government bureaucrat had told him he had too many animals or some damn thing? If God tells you to do something don't you just fucking do it?

Seriously, in a world of really stupid remarks from really stupid GOPers, that one takes the prize - at least until the next time Michele Bachmann opens her yap.
