He only couldn't pardon co-conspirators if it's related to impeachment procedings. Otherwise, he has absolute power when it comes to pardoning of federal crimes.

Now, he can't pardon them if he wants to maintain any kind of illusion of innocence, and it could maybe lead to other charges against himself. Plus they could be compelled to testify on the matter since they no longer can incriminate themselves.
