They are banning costumes because people might be frightened in light of the way the gunman was dressed. They don't want future theater-goers to panic.

In addition, the gunman bought a ticket while dressed normally, went to the theater, then to the exit door, propped it slightly open. He left the theater the normal way through the lobby. Went to his car where he dressed in all his gear, armed himself and then entered the theater through the exit door that he had previously propped open.
