He could care less about Russia, he sucked the economy dry, Russians have a lower standard of living now than the Chinese.
Power and wealth are intertwined, yes.
If you are wealthy you can buy power.
If you have power you can easily obtain wealth.
Bi-directional spiral.
And it has a strong addictive quality to it.
No amount of money or power is ever enough.
