11. Another "on average" statement

On Average, every family will get $4,000. I didn't hear his speech, but I suspect he left out the words "On average". What will actually happen is that if you have 100 people, the top 1 or 2 people will get $40,000 worth of tax breaks and the rest will get nothing. Or the top 1 or 2 will get $50,000 worth of tax breaks, and the other 98 people will pay an extra$10,000. But6 it works out "on average".
