The problem is they usually are from a foreign country and as such aren't often prosecuted. Occasionally, but not often.

Now, I'd suspect if these calls could be traced to the US that would be a different matter. I'd even say if they could be traced to a foreign country suspected of meddling in US politics that also might be a different matter.

I'm wondering how/where they're getting their calling lists from? That could be an interesting tie but here, too.
