38. The controversary is that Palestinians also claim portions of Jerusalem.

There are areas that Israel has taken by force and are the reason for the controversy.

Recognizing the change in capitol backs Israel's position over the Palestinian's. That Israel has declared Jerusalem as capitol is not controversial in and of itself.
