He knows whether he did it or not.

I don't see any reason for him to step down if he didn't do anything wrong... and can't think of any reason why he would. So we'll find out tomorrow.

As for the party? I suspect that they think that it will help beat Moore. Just as importantly, an investigation could easily take a year, and there's no guarantee that Dayton would still be governor. If Republicans think they can win, then they could definitely stall until it would impact that election and cost us two statewide seats.
