Blue urban precincts have more people in them, and if they don't predict turnout correctly, they don't send enough booths, machines and poll workers. On the other hand I never had to walk or drive more than 5 minutes to get to the polls. But in sparsely populated areas, the issue is how far you have to go to get to the polls, so they have to have at least one machine for large empty area.
Not to discount that they actually do send too few machines to democratic areas in red states. But democrats are fired up this year, they are willing to wait.
