7. Talley has already been approved by Grassley's committee

The next step for Talley's nomination for a lifetime appointment to the federal bench is a vote of the full Senate. I wonder why Grassley didn't stop Talley's nomination in the committee he serves as chairman? Or has he suddenly decided that every presidential nomination for the judiciary deserves to be voted on by the full Senate? That hasn't always been his position.
