like sewers and sewage treatment plants. The beautiful beaches are unsafe for swimming near the city.
This building was mostly trophy flats, probably sold to 1%er investors and unoccupied. Apparently they did manage to evacuate the people who actually lived there, one surmises mostly on the lower, non trophy floors.
