I have worked for more than one Fortune 100 and also a couple of top law firms. In the corporate world we all have to take sensitivity training classes (particularly since I was a manager). Biden's behavior in the above photo is a big no-no. It would have been considered sexual harassment and he would have been spoken to about it. If the behavior continued it would have been followed with a written notice in his file and a meeting with him, his manager and an HR person. If the behavior still persisted, he would have been summarily dismissed.

In Biden's case, I think that he gets so exited that he becomes exuberant. Everybody knows that he adores Jill and is not a letch. Regardless, his behavior in some instances has not been appropriate.
