It would let him present trade agreements that Congress can ratify or reject, but not change.

So now, every trade agreement that comes in has to make the Congressional switchboard overload if there is even 1 thing that we find out of line.

In this instance Obama has made it so that the perfect will have to outweigh the good enough.

We have to make sure there are plenty of rejections of non-100% perfect trade deals.
